Community Foundation of Carroll County Scholarships & Applications

The 2025-2026 Scholarship Season: Open November 15, 2025 to April 15, 2026.
The Community Foundation of Carroll County supports nearly 70 academic, sports, special circumstances, and 4-H scholarships. Search scholarships by name, or sort by application type. These scholarships fall into three application types (noted in the far right column):
Universal Portal Application: This application is closed for 2026 scholarships. 
4-H Portal Application (Jan 15 – July 1, 2026)
Other Scholarships using individual applications

The Universal Portal application is an easy way for students to APPLY ONCE and see all the scholarship opportunities they are eligible for (application opens in January and closes mid-April each year). 4-H Club Participants – Use the 4-H/FFA Scholarship Portal application for scholarship opportunities just for you (opens in January and closes July 1 each year). You only apply once and complete the applications for the opportunities you want to pursue. 

There are additional scholarship opportunities found in the “Other” category. These are scholarships hosted by the Community Foundation, but the application, review and award process is managed entirely by the scholarship holder. These have individual deadlines, criteria and applications. All scholarships are listed below with criteria, donation information, and access to the application.

Colin Hartlieb’s Entrepreneurial Impact Award

The purpose of Colin Hartlieb’s Entrepreneurial Impact Award is to recognize and empower a student from Winters Mill High School who demonstrates the spirit of entrepreneurship — not only through creativity or business sense, but through meaningful community impact. This award honors initiative, leadership, and the drive to create positive change.

Charles and Claudia Lewis STEM Scholarship

The Charles and Claudia Lewis STEM Scholarship was established in 2004 by his family. Mr. Lewis did not have the advantage of monetary funds for college but he strongly believed in the value of education. As a result, during his lifetime, he tried to provide that support to others to help them achieve their educational goals. The purpose of this Fund is to provide a scholarship for a graduating senior of a Carroll County, Maryland, High School who will pursue a college education in Engineering, who has a financial need, who has exhibited academic achievement, and who has demonstrated involvement in his or her community. The student must have been enrolled at a Carroll County High School for his or her entire junior and senior years. Students enrolled in Engineering courses at the Carroll Career and Technology Center will be given special consideration. Follow the links below for additional criteria and application.

The Margaret Taylor Kiracofe Memorial Scholarship

The Margaret T. Kiracofe Scholarship Fund was created to honor Mrs. Kiracofe, an outstanding teacher. The majority of her career was spent in elementary schools. She had the ability to excite and inspire learning by engaging students in creative projects. As someone who worked to put herself through college, Margy’s friends and colleagues felt a scholarship would be the best way to honor her legacy.

Georgia E Frank Scholarship

The mission of the Georgia E. Frank Scholarship Fund is to support graduating Carroll County high school students of all backgrounds and needs as they pursue their dreams of being a teacher. As Georgia was a life-long Family and Consumer Science teacher in Carroll County, this fund aims to invigorate, encourage, and support aspiring young educators as they transition from high school to the collegiate stages of their training. As a teacher, Georgia encouraged her students to love what they do, to do it well, in order to make the world around them a better place to live. We hope this fund provides assistance to similarly minded young people as they pursue their future teaching career.

Catherine Anne Mullikin Memorial Scholarship (Catherine's Cause)

The Catherine Anne Mullikin Memorial Scholarship is sponsored by “Catherine’s Cause” a Carroll Community Foundation Fund. A drunk driver killed Catherine in 1998 and her family is keeping her memory alive by offering scholarships for students pursuing a degree in education.Student must maintain full time enrollment status (12 or more credit hours) during the entire semester that the scholarship award has been designated. The scholarship is based on academic achievement, community service and extracurricular activities.

Meghan Lynn Rippeon Memorial Scholarship

The purpose of the Meghan Lynn Rippeon Memorial Scholarship is to honor the life of Meghan Lynn Rippeon by providing a scholarship for any senior graduating from a Carroll County, Maryland high school who has shown academic achievement and is pursuing an education in early childhood development and who has been accepted at an accredited College, University, or Technical School. Applications will also be accepted from continuing students, i.e. those that are already in college, who meet the criteria established for this scholarship.

Michael W. Wantz Scholarship

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology.

Carroll County Food Services Association Scholarship

The purpose of this Fund is to provide scholarships to seniors graduating from any public high school in Carroll County, Maryland. The Carroll County Food Services Association Scholarship will be awarded one or more students who have successfully completed high school; been accepted at an accredited college, university or culinary arts school; and met the criteria established for this award.

Emma Grace Jester Memorial Scholarship

The Emma Grace Jester Memorial Scholarship is sponsored by “Catherine’s Cause”, a Carroll County Community Foundation Fund. Emma Grace was killed by a drunk driver in 2008 on Kent County roads, at the young age of four years old. Emma has family in Carroll County and her mother, Jennifer Edwards, regularly volunteers with the Foundation. Jennifer is a Kent County resident and a Graduate of Queen Anne County High School. In an effort to keep Emma’s Memory alive, we offer scholarships to those interested in Criminal Justice Education.

Christopher H Knorr Memorial Scholarship

In July of 2022, Chris Knorr unexpectedly passed away. Chris Knorr was a loving father, baseball/softball/basketball coach in the area, an active member of his church, and a friendly face to all in the community. Chris always believed everyone should follow their heart and make an impact in any way possible. Our goal is to raise money for scholarships for South Carroll, Century and Liberty High School that goes to 1 or 2 seniors at each school who is involved in the community and made an impact, and to continue on his legacy.

F. Lynn Mayer Memorial Scholarship

The F. Lynn Mayer Memorial Fund provides financial assistance to a student from Catonsville High School, Baltimore County, Maryland, to be determined based on the amount of money available in accordance with the terms of this agreement. In addition, if income in any given year is sufficient, grants for other charitable purposes may be made in Mr. Mayer’s memory.

Larry E. Pickett Memorial Scholarship Fund

In 1998, Mrs. Larry Pickett established the Larry E. Memorial Scholarship Fund to benefit a student at Catonsville High School in Science and in Music and Theater. The criteria for the scholarship required that the recipient be selected by a Scholarship Committee at the high school, and approved by the Board of Directors at the Community Foundation. Please contact the Catonsville HS Guidance office for application criteria and information.

CASE Scholarship for Higher Learning

In an effort to encourage and retain membership, the Carroll Association of School Employees has established CASE SCHOLARSHIP FOR HIGHER LEARNING, a scholarship fund of the Community Foundation of Carroll County, Inc. The purpose of the Fund is to provide scholarships for CASE members’ children, stepchildren and grandchildren who want to continue their education or are graduating from high school and who have been accepted at an accredited institution of higher learning.

Thomas Beyard Charitable Fund Scholarship

The purpose of the THOMAS BEYARD CHARITABLE FUND SCHOLARSHIP is to provide an annual scholarship for a deserving student-athlete in good academic standing who is a full-time student pursuing a degree at Carroll Community College and meets the criteria established for the fund.

Megan Branscome Memorial Fund

The purpose of The Megan Branscome Memorial Scholarship is to honor the life of Megan Branscome by providing scholarship(s) for graduating high school seniors enrolled in Manchester Valley High School. These graduating seniors must plan on enrolling in either degree oriented or certification programs at Carroll Community College OR a Maryland college or university. The Megan Branscome Memorial Fund will recognize graduating MVHS seniors who, similar to Megan, have demonstrated resilience and determination with a positive attitude in overcoming physical, emotional, health or other obstacles or challenges in their life.

Karen Murchie Art Scholarship

The purpose of the Karen Murchie Art Scholarship is to provide financial support to graduating seniors at Gateway High School in Westminster who have demonstrated both talent and a commitment to art during their time at Gateway. This is a memorial scholarship in the name of Karen Murchie, who was a beloved art teacher at Gateway High School.

The purpose of the School Nurses Association of Carroll County (SNACC) Scholarship is to provide scholarships to graduating seniors from any Carroll County Public High School planning to pursue a career in nursing. The scholarship is intended to help defray first year college expenses.

Scott M. Adelman Memorial Scholarship

The Purpose of the SCOTT M. ADELMAN MEMORIAL SCHOLARSHIP is to honor the memory of a founding member of the Carroll County Technology Council by providing a scholarship for a graduating senior or continuing education student from any Carroll County High School or College pursuing an undergraduate degree in marketing, business, computer science, information technology, cyber security, or other technology related field, who meets the criteria established for this fund. Continuing students in these fields currently attending Carroll Community College or McDaniel College are also eligible.

The Danele Shipley Scholarship Award Fund will provide financial assistance to a number of students from Carroll County to be determined based on the amount of money available in accordance with the terms of this agreement. Bee a Rae of Sunshine Foundation 4-H Scholarship

A 4-H scholarship from the Bee A Rae of Sunshine Foundation for a graduating high school senior or continuing college student who is active in 4-H in Carroll County, MD. College major must be in the agricultural sciences or other ag-related field. 2.0 GPA or higher required. A 500 word essay on the importance of ag programs in the community is also required. This scholarship is on the 4-H portal.

Fighter Foundation Scholarship

The purpose of THE FIGHTER FOUNDATION SCHOLARSHIP is to honor those with similar adversities as KRISHA LEE DAVIS. Having served in the United States of America military and survived cancer, she has overcome many adversities and has never given up on herself.
