Community Foundation of Carroll County Scholarships & Applications
The 2025-2026 Scholarship Season: Open November 15, 2025 to April 15, 2026.
The Community Foundation of Carroll County supports nearly 70 academic, sports, special circumstances, and 4-H scholarships. Search scholarships by name, or sort by application type. These scholarships fall into three application types (noted in the far right column):
Universal Portal Application: This application is closed for 2026 scholarships.

Other Scholarships using individual applications
The Universal Portal application is an easy way for students to APPLY ONCE and see all the scholarship opportunities they are eligible for (application opens in January and closes mid-April each year). 4-H Club Participants – Use the 4-H/FFA Scholarship Portal application for scholarship opportunities just for you (opens in January and closes July 1 each year). You only apply once and complete the applications for the opportunities you want to pursue.
There are additional scholarship opportunities found in the “Other” category. These are scholarships hosted by the Community Foundation, but the application, review and award process is managed entirely by the scholarship holder. These have individual deadlines, criteria and applications. All scholarships are listed below with criteria, donation information, and access to the application.

| Sydney E Holcomb Memorial South Carroll Stagelighters Scholarship |
This fund is established in memory of Sydney Holcomb. Sydney was a member of the South Carroll Stagelighters from 2016-2019. Stegelighters was a group in which Sydney felt she belonged and was accepted. Stagelighters allowed her to share her love of dance. She greatly enjoyed the mentors and fellow thespians in this club. |

| Catherine Anne Mullikin Memorial Scholarship (Catherine's Cause) |
The Catherine Anne Mullikin Memorial Scholarship is sponsored by “Catherine’s Cause” a Carroll Community Foundation Fund. A drunk driver killed Catherine in 1998 and her family is keeping her memory alive by offering scholarships for students pursuing a degree in education.Student must maintain full time enrollment status (12 or more credit hours) during the entire semester that the scholarship award has been designated. The scholarship is based on academic achievement, community service and extracurricular activities. |

| Dr. Saleem Shah Memorial Scholarship |
The Dr. Saleem A. Shah Memorial Scholarship is sponsored by Catherine’s Cause, a Carroll County Community Foundation Fund. Dr. Shah a leading Psychologist with the National Institute of Health was hit head on in November of 1992 by a Drunk Driver on his way home. He left a family with a wife, six daughters and eight grandchildren at that time. Dr. Shah’s daughters regularly volunteer with Catherine’s Cause and are strong advocates on working to alert the public on the dangers of Drinking and Driving. To honor Dr. Shah’s memory the family along with Catherine’s Cause are offering this Scholarship in the field of Mental Health in his honor. |

| Emma Grace Jester Memorial Scholarship |
The Emma Grace Jester Memorial Scholarship is sponsored by “Catherine’s Cause”, a Carroll County Community Foundation Fund. Emma Grace was killed by a drunk driver in 2008 on Kent County roads, at the young age of four years old. Emma has family in Carroll County and her mother, Jennifer Edwards, regularly volunteers with the Foundation. Jennifer is a Kent County resident and a Graduate of Queen Anne County High School. In an effort to keep Emma’s Memory alive, we offer scholarships to those interested in Criminal Justice Education. |

| Thomas Beyard Charitable Fund Scholarship |
The purpose of the THOMAS BEYARD CHARITABLE FUND SCHOLARSHIP is to provide an annual scholarship for a deserving student-athlete in good academic standing who is a full-time student pursuing a degree at Carroll Community College and meets the criteria established for the fund. |

| Adam N. Pope Courage Scholarship |
Adam Nathaniel Pope inspired family, friends, and all those he touched, and the Fund will recognize other young people who, similar to Adam, have demonstrated courage in overcoming physical, emotional, health or other obstacles or challenges in their life. The scholarship will be based on character, not scholarship, although the award will be paid directly to any form of educational institution at which the recipient matriculates within 24 months after graduation from Winters Mill High School. |

| International Union of Operating Engineers, Local 37 Scholarship |
This scholarship is to provide scholarships for continuing education, undergraduate or graduate study to current and retired members of IUOE, Local 37, their sposes, dependent children (as defined by IRS regulation) and grandchildren. If the applicant is a Union Member he or she must have at least one year of continuous Union Membership. If the applicant is a spouse, dependent child or grandchild, the Union Member must fulfill the eligibility requirements. |

| John & Elsie Bankert Academic Scholarship |
The purpose of the John & Elsie Bankert Academic Scholarship is to award a $2,000.00 academic scholarship each year to a current graduate of Westminster High School, who is in the top five percent of the class and who demonstrates high promise in the area of liberal arts. |

The Baker-Yingling Athletic Scholarship Fund was established by the St. John’s Boys Basketball Committee as a tribute to long-time coaches Larry Baker and Donald “Bo” Yingling. The purpose of the Fund is to provide scholarships for children involved in the athletic programs at St. John’s Roman Catholic Community in Westminster, Maryland. |

| WHS Marching Band Scholarship |
The Westminster High School Marching Band Scholarship was established in May 2007 by Lynn A. and Paul M. Campbell as an incentive to students of Westminster High School to join and remain in the Marching Band, and to encourage and reward academic excellence. The Scholarship will provide one or two scholarships each year to graduating seniors at Westminster High School. |

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology. |

| Meghan Lynn Rippeon Memorial Scholarship |
The purpose of the Meghan Lynn Rippeon Memorial Scholarship is to honor the life of Meghan Lynn Rippeon by providing a scholarship for any senior graduating from a Carroll County, Maryland high school who has shown academic achievement and is pursuing an education in early childhood development and who has been accepted at an accredited College, University, or Technical School. Applications will also be accepted from continuing students, i.e. those that are already in college, who meet the criteria established for this scholarship. |

| Everybody's Quilt Guild Textile Arts Scholarship |
The purpose of the Everybody’s Quilt Guild Textile Arts Scholarship is to provide a scholarship for a student who is a resident of Carroll County, Maryland, graduating from a Carroll County High School, a private High School or a student who is Home Schooled who has been accepted at an accredited College or University and who will be pursuing studies in the field of Textile Arts and meets all the criteria established for the fund. |

The purpose of this scholarship is to honor the life of DANIELLE K. KNELL by providing scholarship(s) for college bound students in Carroll County, Maryland who have shown academic achievement and participated in the Carroll County 4-H Horsemanship Programs and who have been accepted at an accredited College, University or Technical School. Applications will also be accepted from continuing students i.e. those already in college from the Carroll County 4-H Horsemanship Programs who meet the criteria established for this scholarship. |

The purpose of this Fund is to provide scholarships to seniors graduating from any public high school in Carroll County, Maryland. The Carroll County Food Services Association Scholarship will be awarded one or more students who have successfully completed high school; been accepted at an accredited college, university or culinary arts school; and met the criteria established for this award. |

This scholarship was established in 1981 by the Westminster High School Class of 1930 to provide scholarships for graduating seniors of the Carroll County Career & Technology Center in the Nursing program. It is open to ALL students in the Nursing program. |

| John Grason Steffey Scholarship |
The purpose of the John Grason Steffey Scholarship is to provide scholarships for two graduates of Williamsport, Maryland, public high school, and if none qualify, then unto two high school students residing within Williamsport and the general vicinity thereof in Washington County, Maryland. The scholarships shall be for those students who may need or request assistance to attend schools of higher learning appropriate to develop their capacities and capabilities. Need for financial assistance shall be taken into consideration. |

| Hannah M. R. Shunk Memorial Scholarship Fund |
The purpose of the HANNAH M.R. SHUNK MEMORIAL SCHOLARSHIP, established in 1945 by Hanna M.R. Shunk, is to provide scholarships for graduating high school seniors at Francis Scott Key High School in Carroll County, Maryland to encourage students to pursue a college education. The scholarship winner will be nominated by the Francis Scott Key High School Scholarship Committee and approved by the Board of Directors of the Community Foundation of Carroll County, Inc. Applications are available at the Francis Scott Key High School guidance office. |

The Scott E. Shipley Memorial Tool Award is given to an applicant to help pay for the tools necessary to begin their career. |

| Danele Shipley Memorial Scholarship Fund |
The Danele Shipley Scholarship Award Fund will provide financial assistance to a number of students from Carroll County to be determined based on the amount of money available in accordance with the terms of this agreement. The student must have shown outstanding citizenship traits and have been involved in student service activities and extra-curricular activities during his or her high school career. |

| Larry E. Pickett Memorial Scholarship Fund |
In 1998, Mrs. Larry Pickett established the Larry E. Memorial Scholarship Fund to benefit a student at Catonsville High School in Science and in Music and Theater. The criteria for the scholarship required that the recipient be selected by a Scholarship Committee at the high school, and approved by the Board of Directors at the Community Foundation. Please contact the Catonsville HS Guidance office for application criteria and information. |

| I. Virginia and E. Carroll Murray Memorial Scholarship Fund |
The scholarship is established for a Mnachester Valley HS graduating senior n the names of I. Virginia Murray and E. Carroll Murray. Mrs. Murray was a teacher and principal at Manchester Elementary School. She later became Supervisor of Elementary Schools in Carroll County. |
