Community Foundation of Carroll County Scholarships & Applications
The 2025-2026 Scholarship Season: Open November 15, 2025 to April 15, 2026.
The Community Foundation of Carroll County supports nearly 70 academic, sports, special circumstances, and 4-H scholarships. Search scholarships by name, or sort by application type. These scholarships fall into three application types (noted in the far right column):
Universal Portal Application: This application is closed for 2026 scholarships.

Other Scholarships using individual applications
The Universal Portal application is an easy way for students to APPLY ONCE and see all the scholarship opportunities they are eligible for (application opens in January and closes mid-April each year). 4-H Club Participants – Use the 4-H/FFA Scholarship Portal application for scholarship opportunities just for you (opens in January and closes July 1 each year). You only apply once and complete the applications for the opportunities you want to pursue.
There are additional scholarship opportunities found in the “Other” category. These are scholarships hosted by the Community Foundation, but the application, review and award process is managed entirely by the scholarship holder. These have individual deadlines, criteria and applications. All scholarships are listed below with criteria, donation information, and access to the application.

| William Granville "Mike" Eaton Memorial Scholarship |
The purpose of The William Granville “Mike” Eaton Memorial Scholarship is to honor the memory of William Granville “Mike” Eaton, English teacher at Westminster High School from 1935 to 1971, with a student scholarship and through recognition of outstanding teachers for a graduating senior of Westminster HS. |

| WHS Student Senate James Barnes Memorial Scholarship Fund |
The purpose of the WHS Student Senate James Barnes Memorial Scholarship is to provide a yearly scholarship(s) for a college- bound WHS senior(s) who will attend an accredited college or university. Applicants must demonstrate community involvement through volunteer work in a club, religious, and/or civic organization. School involvement would be demonstrated through work in school-sanctioned clubs, sport teams, or other recognized school extra-curricular activities. Leadership must be demonstrated by holding a position of authority within the school and/or community. (i.e., Student Senate, school-sanctioned club or community/civic organization, etc.) Although academics are an important component of this scholarship, the primary emphasis for recipient determination deals with how active a student’s participation is in his or her school and community. |

| WHS Marching Band Scholarship |
The Westminster High School Marching Band Scholarship was established in May 2007 by Lynn A. and Paul M. Campbell as an incentive to students of Westminster High School to join and remain in the Marching Band, and to encourage and reward academic excellence. The Scholarship will provide one or two scholarships each year to graduating seniors at Westminster High School. |

| WHS Class of 1930/ E. Rita Kolb Nursing Scholarship |
This scholarship was established in 1981 by the Westminster High School Class of 1930 to provide scholarships for graduating seniors of the Carroll County Career & Technology Center in the Nursing program. It is open to ALL students in the Nursing program. |

| Wesley Martin Manchester Valley Lacrosse Memorial Scholarship |
The Purpose of the Wesley John Arbaugh Martin Lacrosse Memorial Scholarship is to honor Wes’ passion for lacrosse with assistance of college cost to a deserving senior. The Scholarship will be given to a graduating Manchester Valley High School (MVHS) student who has played lacrosse for at least two years at MVHS. |

The purpose of Walter J. & Anna E. Hackett, Sr. Memorial Scholarship is to provide scholarships for students demonstrating a need for financial assistance who wish to attend St. John School in Westminster, Maryland. Contact St. John Catholic School for more information. |

| Union Bridge Lions Club Scholarship Fund |
The Union Bridge Lions Club has established the Fund for the purpose of providing an annual scholarship to a graduating Senior of Francis Scott Key High School in Union Bridge, Maryland. The winner shall be that student who displays the following qualities: good citizenship, academic striving and performance and class loyalty and participation. The winner will have been accepted at a college, university, trade or technical school, and shall be chosen by the graduating Senior Class of Francis Scott Key High School by secret ballot. Said balloting to be supervised by the appropriate faculty and staff of the school and tabulated by the Union Bridge Lions Club Scholarship Committee. All scholarships monies shall be transmitted by the Community Foundation of Carroll County directly to the college or university on or about July 1 of each year and applied directly to the student’s tuition and/or books. The monies shall not be remitted to the scholarship winner. |

| Thomas Beyard Charitable Fund Scholarship |
The purpose of the THOMAS BEYARD CHARITABLE FUND SCHOLARSHIP is to provide an annual scholarship for a deserving student-athlete in good academic standing who is a full-time student pursuing a degree at Carroll Community College and meets the criteria established for the fund. |

| The Shelley Pillman Memorial Scholarship |
The Shelley Pillman Memorial Scholarship supports students pursuing a career in veterinary medicine, honoring the legacy of Shelley, a beloved rescue dog whose gentle spirit and unwavering compassion touched the lives of all who knew her. This scholarship aims to foster the next generation of compassionate veterinarians who will continue to care for animals with the same kindness and dedication that Shelley embodied. |

| The Ryan Legacy Scholarship |
Melanie Ryan was an incredible mother, wife, friend, and nurse for almost 30 years. Her kindness, generosity, and compassion will be remembered forever by those who had the honor to know and love her. She passed away from Metastatic Triple Negative Breast Cancer in June of 2024. Her husband Tom was the love of her life and also and incredibly kind and caring husband, father, manager and friend. He passed away from Hodgkins Lymphoma in November of 2022. This scholarship remembers this beautiful couple by assisting graduating high school seniors and current college students in pursuing a college degree. Preference will be given to student athletes in memory of Tom’s love of sports and students pursuing a healthcare related degree in memory of Melanie’s incredible nursing skills and heart. |

| The Margaret Taylor Kiracofe Memorial Scholarship |
The Margaret T. Kiracofe Scholarship Fund was created to honor Mrs. Kiracofe, an outstanding teacher. The majority of her career was spent in elementary schools. She had the ability to excite and inspire learning by engaging students in creative projects. As someone who worked to put herself through college, Margy’s friends and colleagues felt a scholarship would be the best way to honor her legacy. |

| The Cro Foundation in Memory of Ryan Crochunis |
The Cro Foundation will accomplish its mission of celebrating and memorializing the life of Ryan Crochunis through fundraising and impactful donations to the local Sykesville community. Each year, The Cro Foundation board will determine the focus of their efforts in alignment of their mission. |

| Terra Rubra Farm 4-H Scholarship |
The purpose of the Terra Rubra Farm 4-H Scholarship is to provide scholarships to graduating seniors or students already in college from any Carroll County Public high school accepted or already enrolled at an accredited college or technical school who has participated in the Carroll County 4-H Program for at least three years and has exhibited livestock during that time. The scholarship will be awarded to one male and one female who meet the criteria established for the fund. |

| Sydney E Holcomb Memorial South Carroll Stagelighters Scholarship |
This fund is established in memory of Sydney Holcomb. Sydney was a member of the South Carroll Stagelighters from 2016-2019. Stegelighters was a group in which Sydney felt she belonged and was accepted. Stagelighters allowed her to share her love of dance. She greatly enjoyed the mentors and fellow thespians in this club. |

| Susie Badders Memorial Scholarship |
The Susie Badders Memorial Scholarship was created to honor the life of Susie Badders, known as ‘Boss,’ by providing scholarships for a female graduating senior of Manchester Valley High School who has shown outstanding leadership on the sports field, in the classroom and in the community, and who has been accepted at an accredited College, University, or technical school. |

| Sunshine Flower Memorial Scholarship |
The purpose of the Sunshine Flower Memorial Scholarship is to honor the memory of Katherine Michelle McCarthy by providing a scholarship for a Student at South College in Knoxville, TN, who has dropped out of the Nursing program for at least one quarter of the year and wishes to return to school. The Scholarship will be awarded to a student who meets the criteria and who has written a five hundred word essay on who they are, why they chose the nursing profession and why they believe they can finish the race. |

| Sherman E Flanagan Memorial Scholarship |
The former Rotary Club of Westminster established the Flanagan Scholarship in memory of former member, Sherman E Flanagan, Jr., who was killed while flying a combat mission in Vietnam in 1968. The selection of the scholarship recipient/s is based on financial need, academic scholarship, service to school and community, and personal character. This scholarship is awarded to two graduating seniors from Westminster High School. This scholarship is paid to the institution on behalf of the student/s for the first two years of post-high-school study. |

The Purpose of the SCOTT M. ADELMAN MEMORIAL SCHOLARSHIP is to honor the memory of a founding member of the Carroll County Technology Council by providing a scholarship for a graduating senior or continuing education student from any Carroll County High School or College pursuing an undergraduate degree in marketing, business, computer science, information technology, cyber security, or other technology related field, who meets the criteria established for this fund. Continuing students in these fields currently attending Carroll Community College or McDaniel College are also eligible. |

The purpose of the School Nurses Association of Carroll County (SNACC) Scholarship is to provide scholarships to graduating seniors from any Carroll County Public High School planning to pursue a career in nursing. The scholarship is intended to help defray first year college expenses. |

| Sarah Jayne Orton Memorial Scholarship |
The purpose of the Sarah Jayne Orton Memorial Scholarship is to honor the life of Sarah by providing a scholarship to a graduating female senior in the class of 2026 at Westminster High School. The applicant must meet the criteria and be an active animal lover. This scholarship is funded by the work of Sarah’s Cause, an ongoing mission to raise awareness of sepsis, and to support local animal shelters. Sarah’s Cause Mission statement: To raise awareness of sepsis to the general public and provide support for local animal shelters to honor the memory of Sarah Jayne Orton – a little girl with a big heart. We carry on her legacy by donating to shelters – much like she did at her 5th birthday in 2013, when instead of gifts, she requested donations to the Baltimore Humane Society (BHS). The class of 2026 would be her year of graduation; all applications will be considered to be awarded a scholarship for college. |

| Rita M Medeiros (Rita's Closet) Scholarship |
The purpose of the RITA’S CLOSET SCHOLARSHIP is to honor the memory of Rita Marie Medeiros by providing scholarship (s) for graduating seniors at any public High School in Carroll County, Maryland, and the Carroll County Career and Technology Center. Because Rita was a very caring friend and spent much of her short life, giving others her time, her friendship and ultimately her organ donor gift, the RITA’S CLOSET SCHOLARSHIP will be awarded to a graduating student (s) pursuing an undergraduate degree at an accredited college, university or technical school who meets the criteria established for the fund. |
