Community Foundation of Carroll County Scholarships & Applications
The 2025-2026 Scholarship Season: Open November 15, 2025 to April 15, 2026.
The Community Foundation of Carroll County supports nearly 70 academic, sports, special circumstances, and 4-H scholarships. Search scholarships by name, or sort by application type. These scholarships fall into three application types (noted in the far right column):
Universal Portal Application: This application is closed for 2026 scholarships.

Other Scholarships using individual applications
The Universal Portal application is an easy way for students to APPLY ONCE and see all the scholarship opportunities they are eligible for (application opens in January and closes mid-April each year). 4-H Club Participants – Use the 4-H/FFA Scholarship Portal application for scholarship opportunities just for you (opens in January and closes July 1 each year). You only apply once and complete the applications for the opportunities you want to pursue.
There are additional scholarship opportunities found in the “Other” category. These are scholarships hosted by the Community Foundation, but the application, review and award process is managed entirely by the scholarship holder. These have individual deadlines, criteria and applications. All scholarships are listed below with criteria, donation information, and access to the application.

| 4-H Brenda Barber 4-H Family Memorial Scholarship |
The purpose of The Brenda Barber Family Memorial Scholarship is to honor the life and family of Brenda Barber by providing scholarship(s) for graduating high school seniors and continuing students who are members of Carroll County 4-H Clubs. The Fund may also make grants to nonprofit organizations supported by Brenda Barber during her lifetime. |

| 4-H Danielle Knell Memorial 4-H Scholarship |
The purpose of this scholarship is to honor the life of DANIELLE K. KNELL by providing scholarship(s) for college bound students in Carroll County, Maryland who have shown academic achievement and participated in the Carroll County 4-H Horsemanship Programs and who have been accepted at an accredited College, University or Technical School. Applications will also be accepted from continuing students i.e. those already in college from the Carroll County 4-H Horsemanship Programs who meet the criteria established for this scholarship. |

The purpose ofthe 4-H Frank Feeser Memorial Carroll County 4-H/FFA Award is to honor the life of FRANKLIN ELLSWORTH FEESER by providing an award to youth who has participated in the Carroll County 4-H or FFA programs specializing and showing excellence in swine knowledge and skills and who meets the criteria established for this award. |

The purpose of John J. Mazur, Jr. Memorial 4-H Scholarship is to provide scholarships for high-school graduates who have participated in Carroll County 4-H programs in livestock and photography. |

| 4-H Karen Macleod Memorial Scholarship |
The purpose of Karen Macleod Memorial Scholarship is to honor the life of Karen Macleod by providing scholarships to graduating students in Carroll County who have participated in 4-H programs (sheep or horses) as outlined in the criteria. |

| 4-H Kelly Hale Memorial Award |
This award is open to 4-H members in all Maryland Counties who are participants in the State Poultry Judging contest at the Maryland State fair. Kelly Hale, BA, MBA, CPA and her father Glenn Haines coached the Carroll County Poultry Judging Team for 17 years. She also attended the National Poultry and Egg Conference in Kentucky, when she was in 4-H. Kelly graduated from Francis Scott Key High School in 1998, Bridgewater College in 2002, and she received her Master’s Degree from Mt. St. Mary’s University. She was employed by Rager, Lehman & Houck, Carroll Hospital Center, and Legal & General America. She served on the Board of Directors of the Carroll County Community Media Center. Kelly died in 2014 leaving a husband and two young sons. This award is established in her honor. |

The purpose of Ryan MacKenzie Memorial 4-H Scholarship is to provide scholarships for high-school graduates in Carroll County, Maryland who participate in the Carroll County 4-H Programs (sheep or horses) and meet the Fund’s criteria. |

| Adam N. Pope Courage Scholarship |
Adam Nathaniel Pope inspired family, friends, and all those he touched, and the Fund will recognize other young people who, similar to Adam, have demonstrated courage in overcoming physical, emotional, health or other obstacles or challenges in their life. The scholarship will be based on character, not scholarship, although the award will be paid directly to any form of educational institution at which the recipient matriculates within 24 months after graduation from Winters Mill High School. |

The Baker-Yingling Athletic Scholarship Fund was established by the St. John’s Boys Basketball Committee as a tribute to long-time coaches Larry Baker and Donald “Bo” Yingling. The purpose of the Fund is to provide scholarships for children involved in the athletic programs at St. John’s Roman Catholic Community in Westminster, Maryland. |

A 4-H scholarship from the Bee A Rae of Sunshine Foundation for a graduating high school senior or continuing college student who is active in 4-H in Carroll County, MD. College major must be in the agricultural sciences or other ag-related field. 2.0 GPA or higher required. A 500 word essay on the importance of ag programs in the community is also required. This scholarship is on the 4-H portal. |

The purpose of the Bethany Shay Green Memorial Scholarship is to honor the life of Bethany Shay Green by providing scholarship(s) for a female Westminster High School graduating senior who has shown academic achievement and participated in the Softball, Volleyball and or Basketball programs and who has been accepted at an accredited College, University or Technical School. Applications will also be accepted from continuing students i.e. those already in college from Westminster High School who meet the criteria established for this scholarship. |

| Carroll County Food Services Association Scholarship |
The purpose of this Fund is to provide scholarships to seniors graduating from any public high school in Carroll County, Maryland. The Carroll County Food Services Association Scholarship will be awarded one or more students who have successfully completed high school; been accepted at an accredited college, university or culinary arts school; and met the criteria established for this award. |

| CASE Scholarship for Higher Learning |
In an effort to encourage and retain membership, the Carroll Association of School Employees has established CASE SCHOLARSHIP FOR HIGHER LEARNING, a scholarship fund of the Community Foundation of Carroll County, Inc. The purpose of the Fund is to provide scholarships for CASE members’ children, stepchildren and grandchildren who want to continue their education or are graduating from high school and who have been accepted at an accredited institution of higher learning. |

| Catherine Anne Mullikin Memorial Scholarship (Catherine's Cause) |
The Catherine Anne Mullikin Memorial Scholarship is sponsored by “Catherine’s Cause” a Carroll Community Foundation Fund. A drunk driver killed Catherine in 1998 and her family is keeping her memory alive by offering scholarships for students pursuing a degree in education.Student must maintain full time enrollment status (12 or more credit hours) during the entire semester that the scholarship award has been designated. The scholarship is based on academic achievement, community service and extracurricular activities. |

| Charles and Claudia Lewis STEM Scholarship |
The Charles and Claudia Lewis STEM Scholarship was established in 2004 by his family. Mr. Lewis did not have the advantage of monetary funds for college but he strongly believed in the value of education. As a result, during his lifetime, he tried to provide that support to others to help them achieve their educational goals. The purpose of this Fund is to provide a scholarship for a graduating senior of a Carroll County, Maryland, High School who will pursue a college education in Engineering, who has a financial need, who has exhibited academic achievement, and who has demonstrated involvement in his or her community. The student must have been enrolled at a Carroll County High School for his or her entire junior and senior years. Students enrolled in Engineering courses at the Carroll Career and Technology Center will be given special consideration. Follow the links below for additional criteria and application. |

In July of 2022, Chris Knorr unexpectedly passed away. Chris Knorr was a loving father, baseball/softball/basketball coach in the area, an active member of his church, and a friendly face to all in the community. Chris always believed everyone should follow their heart and make an impact in any way possible. Our goal is to raise money for scholarships for South Carroll, Century and Liberty High School that goes to 1 or 2 seniors at each school who is involved in the community and made an impact, and to continue on his legacy. |
