The Community Foundation of Carroll County supports nearly 75 academic, sports, special circumstances, and 4-H scholarships. Search scholarships by name, or sort by application type. These scholarships fall into three application types (noted in the far right column):

The Universal Portal application is an easy way for students to APPLY ONCE and see all the scholarship opportunities they are eligible for (application opens in January and closes mid-April each year). 4-H Club Participants – Use the 4-H/FFA Scholarship Portal application for scholarship opportunities just for you (opens in January and closes July 1 each year). You only apply once and complete the applications for the opportunities you want to pursue. There are additional scholarship opportunities found in the “Other” category. These are scholarships hosted by the Community Foundation, but the application, review and award process is managed entirely by the scholarship holder. These have individual deadlines, criteria and applications. All scholarships are listed below with criteria, donation information, and access to the application.

Meghan Lynn Rippeon Memorial Scholarship

The purpose of the Meghan Lynn Rippeon Memorial Scholarship is to honor the life of Meghan Lynn Rippeon by providing a scholarship for any senior graduating from a Carroll County, Maryland high school who has shown academic achievement and is pursuing an education in early childhood development and who has been accepted at an accredited College, University, or Technical School. Applications will also be accepted from continuing students, i.e. those that are already in college, who meet the criteria established for this scholarship.

Michael W. Wantz Scholarship

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology.

Michele Balls Memorial Scholarship

The purpose of this scholarship is to honor the lives of Michele L. and Steven W. Balls by providing two annual scholarships for Manchester Valley High School graduating seniors in Carroll County MD who have shown academic achievement and will be pursuing a degree in areas of study described in the criteria established. The Michele Balls Scholarship is awarded to a student pursuing a declared fine arts, applied design, art education, art history, game development, or journalism major at time of enrollment.

R Gary Roop DVM Veterinary Scholarship

The purpose of the R Gary Roop DVM Veterinary Scholarship is to honor the family of Ralph and Grace Roop of New Windsor, Maryland by providing scholarships in the name of their son, R. Gary Roop DVM, for graduating seniors from Francis Scott Key High School in Carroll County, Maryland. These students must have shown academic achievement; have participated in extra curricular activities and community service programs; and have been accepted at Carroll Community Collge, McDaniel College or University of Maryland.

R Gary Roop DVM Veterinary Scholarship

The purpose of the R Gary Roop DVM Veterinary Scholarship is to honor the family of Ralph and Grace Roop of New Windsor, Maryland by providing scholarships in the name of their son, R. Gary Roop DVM. Applications will also be accepted from continuing students, those already in a professional school or college of Veterinary medicine. In either case, the student must have the expressed interest in large animal practice of livestock medicine and have met the criteria established for this scholarship.

Rita M Medeiros (Rita's Closet) Scholarship

The purpose of the RITA’S CLOSET SCHOLARSHIP is to honor the memory of Rita Marie Medeiros by providing scholarship (s) for graduating seniors at any public High School in Carroll County, Maryland, and the Carroll County Career and Technology Center. Because Rita was a very caring friend and spent much of her short life, giving others her time, her friendship and ultimately her organ donor gift, the RITA’S CLOSET SCHOLARSHIP will be awarded to a graduating student (s) pursuing an undergraduate degree at an accredited college, university or technical school who meets the criteria established for the fund.

The purpose of the Robert T. Scott Memorial Scholarship is to honor the memory of DR. ROBERT T. SCOTT by providing a scholarship to a graduating senior or continuing student from any Carroll County, MD high school pursuing an undergraduate degree in health sciences at an accredited college or university who meets the criteria established for the fund.

The purpose of the School Nurses Association of Carroll County (SNACC) Scholarship is to provide scholarships to graduating seniors from any Carroll County Public High School planning to pursue a career in nursing. The scholarship is intended to help defray first year college expenses.

Scott M. Adelman Memorial Scholarship

The Purpose of the SCOTT M. ADELMAN MEMORIAL SCHOLARSHIP is to honor the memory of a founding member of the Carroll County Technology Council by providing a scholarship for a graduating senior or continuing education student from any Carroll County High School or College pursuing an undergraduate degree in marketing, business, computer science, information technology, cyber security, or other technology related field, who meets the criteria established for this fund. Continuing students in these fields currently attending Carroll Community College or McDaniel College are also eligible.

Stephen A. Toop Memorial Scholarship

The purpose of the Stephen E Toop Memorial Scholarship is to provide a scholarship for a Francis Scott Key or Westminster High School graduating senior who has been accepted at an accredited college, university, or technical school.

Steven Balls Memorial Scholarship

The purpose of this scholarship is to honor the lives of Michele L. and Steven W. Sunshine Flower Memorial Scholarship

The purpose of the Sunshine Flower Memorial Scholarship is to honor the memory of Katherine Michelle McCarthy by providing a scholarship for a Student at South College in Knoxville TN who has dropped out of the Nursing program far at least one quarter of the year and wishes to return to school. The Scholarship will be awarded to a student who meets the criteria and who has written a five hundred word essay on who they are, why they chose the nursing profession and why they believe they can finish the race.

Susie Badders Memorial Scholarship

The Susie Badders Memorial Scholarship was created to honor the life of Susie Badders by providing scholarships for a female graduating Senior of Manchester Valley High School who has shown outstanding leadership, hereinafter known as ‘BOSS,’ on the sport field, in the classroom and in the community, and who has been accepted at an accredited College, University or Technical school.

Sydney E Holcomb Memorial South Carroll Stagelighters Scholarship

This fund is established in memory of Sydney Holcomb. Sydney was a member of the South Carroll Stagelighters from 2016-2019. Stegelighters was a group in which Sydney felt she belonged and was accepted. Stagelighters allowed her to share her love of dance. She greatly enjoyed the mentors and fellow thespians in this club.

Taylor W. Barnes Agricultural Memorial Scholarship

The purpose of the Taylor W. Barnes Agricultural Memorial Scholarship is to honor the life Taylor Wayne Barnes by providing $5,000 scholarship(s) for Carroll County High School graduating senior(s) or continuing student in Carroll County, Maryland who are pursuing an education in agriculture or a related field.

The purpose of the THOMAS BEYARD CHARITABLE FUND SCHOLARSHIP is to provide an annual scholarship for a deserving student-athlete in good academic standing who is a full-time student pursuing a degree at Carroll Community College and meets the criteria established for the fund.

Wesley Martin Manchester Valley Lacrosse Memorial Scholarship

The Purpose of the Wesley John Arbaugh Martin Lacrosse Memorial Scholarship is to honor Wes’ passion for lacrosse with assistance of college cost to a deserving senior. The Scholarship will be given to a graduating Manchester Valley High School (MVHS) student who has played lacrosse for at least two years at MVHS.

WHS Class of 1930/ E. Rita Kolb Nursing Scholarship

This scholarship was established in 1981 by the Westminster High School Class of 1930 to provide scholarships for graduating seniors of the Carroll County Career & Technology Center in the Nursing program. It is open to ALL students in the Nursing program.

WHS Class of 1973 Scholarship

Westminster High School’s class of 1973 scholarship is for two members of Westminster High School’s class of 2023. One winner will be a 2023 graduating student at Westminster High School. One winner will be a student at the Carroll County Career and Technology Center who is also a 2023 graduating student at Westminster High School. A GPA of 3.0 or higher is required.

WHS Marching Band Scholarship

The Westminster High School Marching Band Scholarship was established in May 2007 by Lynn A. and Paul M. Campbell as an incentive to students of Westminster High School to join and remain in the Marching Band, and to encourage and reward academic excellence. The Scholarship will provide one or two scholarships each year to graduating seniors at Westminster High School.

WHS Student Senate James Barnes Memorial Scholarship Fund

The purpose of the WHS Student Senate James Barnes Memorial Scholarship is to provide a yearly scholarship(s) for a college- bound WHS senior(s) who will attend an accredited college or university. Applicants must demonstrate community involvement through volunteer work in a club, religious, and/or civic organization. School involvement would be demonstrated through work in school-sanctioned clubs, sport teams, or other recognized school extra-curricular activities. Leadership must be demonstrated by holding a position of authority within the school and/or community. (i.e., Student Senate, school-sanctioned club or community/civic organization, etc.) Although academics are an important component of this scholarship, the primary emphasis for recipient determination deals with how active a student’s participation is in his or her school and community.

William Granville "Mike" Eaton Memorial Scholarship

The purpose of The William Granville “Mike” Eaton Memorial Scholarship is to honor the memory of William Granville “Mike” Eaton, English teacher at Westminster High School from 1935 to 1971, with a student scholarship and through recognition of outstanding teachers for a graduating senior of Westminster HS.
