Celebrating 30 years of the Community Foundation of Carroll County!

This year marks a very exciting time for the Community Foundation of Carroll County, our partner funds, and the community. We are celebrating our 30th anniversary!

Through the foundation’s management of charitable funds established by individuals, the foundation helps area nonprofit agencies live out their mission in our community through donors, grants, public support, and the vision and drive of our partner nonprofits. It is by working together that we create a stronger community!

City Annexation Requested for Historic African American Cemetery

The Community Foundation of Carroll County has petitioned the City of Westminster for annexation of Ellsworth Cemetery, bringing this historic Carroll County Black cemetery within the city limits. The petition was filed on Thursday, March 23, 2023. A successful annexation will require the introduction and review, as well as a public hearing, with a majority vote before the Mayor and Common Council for the City of Westminster.
